IPP-CAAS Strongly Promotes the Establishment of European Laboratory in Switzerland

Through December 6th to 11th, 2017, a delegation led by Prof. Qiu Dewen, Deputy Director General of the Institute of Plant Protection of Chinese Academy of Agricultural Sciences (IPP-CAAS), paid a visit to CABI Switzerland Centre, and held in-depth consultations with foreign counterpart on the work plan of the European Laboratory under the frame work of the Chinese Ministry of Agriculture-CABI Collaborating Centre for Bio-safety (hereinafter referred to as the Collaborating Centre). Both sides reached a consensus on the implementation of the work plan.

During the visit in Switzerland, the IPP-CAAS delegation has met with Dr. Ulrich Kuhlmann, CABI’s Executive Director for Global Operations and Co-Director of the Collaborating Centre, Dr. Hariet Hinz, CABI’s Country Director in Switzerland, and other CABI experts for the discussion of the priority research areas and has worked out plan for 2018-2019 and budget proposal for the European Laboratory.
According to the Letter of Intent signed between the Chinese Ministry of Agriculture and CABI, the European Laboratory will be governed by the existing Joint Steering Committee for the Collaborating Centre, and operated with international standards. In accordance with the principles of cooperation, mutual benefits and reciprocities, the laboratory will be explored as a new mode of international exchange and cooperation in science and technology safeguarded by a mechanism characterized by sharing, full consultation and joint efforts.

Targeting the major invasive alien pests detected in China that originated from Europe, and vice versa, the European Laboratory will conduct joint research on cross-border pest prevention and control, explore and utilize natural enemies and microbial resources from the places of origin, thereby to build a research and development platform on biological control technologies and transfer integrated pest management practices from China and Europe to developing countries. The laboratory will also put focus on scientific and technological exchange and training, and facilitate cooperation with third-party partners to jointly develop and implement international cooperation projects.


The IPP-CAAS delegation and CABI representatives also enjoyed a fruitful meeting with senior officials from the Swiss Agency for Development and Cooperation (SDC), including Ms. Tatjana von SteigerWeber, Assistant Director General, Mr. Simon Zbinden, Co-Head of Global Programme Food Security, and Mr. Michel Evéquoz, CABI Liaison Office, Switzerland.

Governance, operational mechanism, collaborative research priorities and work plan of the European Laboratory have been fully explained to the SDC delegation. They highly praised the establishment of the European Laboratory in Switzerland and showed strong interest to explore further cooperation on agricultural technology transfer in developing countries. Moreover, the establishment of the European Laboratory has received widespread attention of the local media. Quotidien Jurassien Newspaper interviewed Prof. Qiu and made a lengthy report on the visit and the laboratory.

Prof. Wan Fanghao, Prof. Wang Zhenying and Prof. Xu Xuenong from IPP-CAAS, as well as Dr. Zhang Feng, Regional Director of CABI East Asia attended the visit.
